NOTICE OF EXPRESSION OF INTEREST

FOR THE RECRUITMENT OF A FIRM FOR THE ACCOUNTING AND FINANCIAL AUDIT OF THE 2023 FINANCIAL YEAR, THE MID-TERM AND THE END OF THE GREEN MINI-NETWORKS PROGRAM IN GUINEA (PMRVG)

  1. The Government of the Republic of Guinea has received a grant from the African Development Bank Group (AfDB) through the Sustainable Energy Fund for Africa (SEFA) to cover the cost of the Guinea Green Mini-Grids Program , and intends to use part of the sums granted under this donation to finance the contract for the recruitment of a firm responsible for the audit of the 2023 financial year, the mid-term and the end of the program of green mini-grids in Guinea (PMRVG).
  • The services provided for under this contract include the financial and accounting audit allowing the auditor to express a professional opinion on the financial situation at the mid-term and at the end of the program and to ensure that the resources made available the provision of the Project are used for the purposes for which they were granted in order to achieve the development objective of the Project.
  • The Guinean Agency for Rural Electrification (AGER) invites consulting firms to apply to provide the services described above. The consultant must be an audit firm regularly registered on the roll of an order of chartered accountants recognized at the national or regional level, the same applies to its manager.
  • Interested consultants must provide information on their capacity and experience demonstrating that they are qualified for the services (documentation, reference of similar services, experience in comparable missions, availability of qualified personnel, etc.). Expression of interest files must include the following documents and information:
  • A presentation of the firm, proof (for the year 2022) of its registration on the roll of a nationally or regionally recognized Order of Chartered Accountants, as well as a copy of its trade register or its articles of association;
  • The references of similar missions (accounting and financial audit of development projects financed by donors) must highlight for each mission (i) the title of the mission and the services provided, (ii) the name of the project as well as the name of the financial backer for the accounting and financial audit missions, (iii) the name, address and contacts of the client, (iv) the country where the mission was carried out, (v) the year the mission was carried out including the start and end dates of the assignment, (vi) the amount of the contract, (vii) the list of key experts who carried out the assignment, as well as any relevant information on the performance of the assignment. The references of similar services of the consultants must be justified by certificates of good performance or certificates attesting the good end of the services accompanied by copies of the cover pages and signature of the contracts;
  • For firms in a grouping, a grouping agreement duly signed by all the members of the grouping with a letter of intent indicating the name of the representative of the grouping must be attached
  • The evaluation of expressions of interest and the establishment of the shortlist will be carried out on the basis of the following criteria: (i) the registration of the firm, for the year 2022, on the roll of an Order of Experts – nationally or regionally recognized accountants; (ii) general experience in the field of Project audits; iii) references of similar missions in accounting and financial audit of development projects and programs financed by donors. In the event of a tie, preference will be given to the firm that justifies the greatest number of accounting and financial audit missions for development projects/programs financed by the Multilateral Development Banks (MDBs), in particular the African Development Bank and the World Bank.

It should be noted that the interest expressed by a firm does not imply any obligation on the part of the Borrower to include it in the shortlist.
