The countries that signed the joint statement confirm that their “nuclear weapons are not aimed at each other or at any other state.” They also recall the importance of countering any nuclear threat and point to the need to maintain and comply with “bilateral and multilateral agreements and commitments in the field of non-proliferation, disarmament and arms control.” The document states the desire of its participants to work “with all states in order to create an atmosphere of security more favorable for progress in the field of disarmament with the ultimate goal of building a world free of nuclear weapons, without prejudice to anyone’s security.”

At the same time, according to the authors of the statement, “nuclear weapons – as long as they continue to exist – should serve defensive purposes, containment of aggression and prevention of war.” The document notes that the countries of the “nuclear five” are aware of the far-reaching consequences of the use of nuclear weapons.
