Nursing Law Bill Passes National Assembly Welfare Committee Subcommittee… Plenary Session to Decide Tomorrow

The Nursing Act passed the National Assembly Health and Welfare Committee’s bill subcommittee the day before the plenary session on the 28th. The ruling and opposition parties plan to hold a full meeting of the Welfare Committee and a Legislation and Judiciary Committee meeting in succession on the morning of the 28th to deliberate on the Nursing Act and then pass it in the plenary session.

On the 27th, the ruling and opposition parties held a Welfare Committee bill review subcommittee meeting and discussed controversial issues such as the scope of work of PA (Physician Assistant) nurses who perform some of the work of doctors in hospitals. The agreement between the ruling and opposition parties mostly reflected the opposition party’s claims, such as excluding ‘examination, diagnosis, treatment, and medication’ from the scope of work of PA nurses and agreeing to re-discuss the educational background restrictions for nursing assistants later.

The People Power Party initially intended to specify the scope of PA nurses’ duties as “examination, diagnosis, treatment, and medication,” but the Democratic Party opposed it, saying, “There are concerns about conflicts between medical professional organizations.” Regarding the educational qualification restriction that grants nursing assistant qualifications to graduates of junior college nursing assistant departments, the ruling party supported it, but the opposition party opposed it, saying, “There are concerns about difficulties for specialized high schools and private academies.”

As the passage of the Nursing Act became unclear at the plenary session on the 28th, the ruling party narrowed the gap in opinions when it requested a “one-point” meeting on the premise of the opposition party’s acceptance, saying, “We can no longer delay the passage of the Nursing Act in the midst of a medical vacuum.”

In the political world, there is an analysis that the reason the nursing law, which was initially classified as a “non-controversial bill,” suffered growing pains is because of the ruling and opposition parties’ fight for leadership within the Welfare Committee. A Welfare Committee official said, “The opposition party also has to pass the nursing law at some point, but since the ruling party is in a hurry, it seems that they have set a strategy of holding out until the end and reflecting the opposition party’s demands as much as possible.”

Medical groups strongly opposed the news that the nursing law was imminent. Four medical groups, including the Korean Medical Association (KMA) and the National Medical School Professors Association, claimed that “the activation of PA nurses is a policy that encourages residents to leave the medical field.”
