President Yoon Seok-yeol approved a plan to designate Armed Forces Day on October 1 as a temporary public holiday, the Office of the President announced on the 3rd.
The designation was approved at a Cabinet meeting held that morning, chaired by Prime Minister Han Duck-soo, and President Yoon approved it.
Earlier, the People Power Party, the government, and the Office of the President reviewed designating Armed Forces Day as a temporary public holiday at the Senior Party-Government Council meeting held at the Prime Minister’s Official Residence in Samcheong-dong, Jongno-gu, Seoul on the 25th of last month.
The Office of the President explained the reason for the approval, saying, “October 1st is the day that the ROK Army crossed the 38th parallel during the Korean War,” and “the government designated it as a temporary public holiday in order to boost military morale and raise the public’s security awareness by highlighting the importance of national defense and the value of the ROK Army’s existence amidst the grave security situation.”
He added that he also expects the temporary public holiday designation to contribute to revitalizing the economy by stimulating consumption.
The Special Act on Rental Housing Fraud is the first controversial bill that the ruling and opposition parties agreed on in the 22nd National Assembly. It includes provisions to expand the scope of recognition of rental housing fraud victims and to provide the relevant housing to victims of rental housing fraud as a public rental for up to 20 years.
The Office of the President stated, “This is a different bill from the one we requested reconsideration for last May due to several toxic provisions,” and “This is a bill that the ruling and opposition parties agreed upon to pass as an alternative presented by the government to resolve the legal controversy and ensure actual housing stability.”
The Taxi Development Act is a two-year postponement of the nationwide implementation of the ‘Taxi Monthly Wage System.’ The Taxi Monthly Wage System, which has been in effect since 2021, requires corporate taxi drivers to work more than 40 hours a week and receive a monthly wage higher than the minimum wage. However, both labor and management have opposed the implementation, claiming that the mandatory 40-hour weekly monthly wage system could lead to the collapse of the local taxi industry.
Accordingly, the ruling and opposition parties agreed that the Ministry of Land, Infrastructure and Transport will conduct research on the transformation of taxis into public transportation and comparison of taxi wage models over the next year, and then decide on whether to fully implement the system after another year of National Assembly discussions. However, Seoul City, which has been implementing a monthly wage system, will maintain the current system.
The revised enforcement ordinance of the Traditional Market Act is intended to significantly expand the use of gift certificates issued to promote sales in traditional markets, in order to increase their usability. The Office of the President said that all industries except for some industries with little connection to traditional markets will be able to register as affiliates, which is expected to revitalize the use of gift certificates and promote sales in traditional markets.
