OECD calls for review of rules on early retirement

The Organization for Economic Co-operation and Development (OECD) is not afraid to tread in minefields. In a report made public on Wednesday, December 13, she wonders whether people in difficult jobs should be allowed to retire earlier than others. The report published on Wednesday reviews the policies pursued by OECD member states regarding pension systems. In this panorama rich in indicators of all kinds, there are specific insights into the French situation. A sheet recalls the systems in our country, which authorize early retirement for individuals carrying out demanding, dangerous tasks, or whose health has been impaired by work: agents under the “active categories” of the public service (police officers, nursing assistants, sewer workers, etc.), special regimes – knowing that several of them will eventually disappear following reforms in 2018 and 2023 (railway workers, RATP employees, etc.) – , etc.

There is also the professional prevention account (C2P), which awards points to people exposed to ” risk factors “the points in question offering them the possibility of retiring two years before the legal age.

“Facilitating professional transitions”

Beyond France, the OECD considers that the problems posed by dangerous or arduous jobs should be addressed ” in the first place “ by public policies external to the “area of ​​old age pensions”. Priority number one: improve working conditions “adopting health and safety regulations to limit exposure to risks”. Actions of “requalification” should also be undertaken in order to “facilitate professional transitions early enough” and thus extend the duration of careers. The report also recommends “communicate about the associated risks” to certain professions, in particular to help workers obtain compensation.
