The Koreans are partners of “Westinghouse” in the construction of nuclear facilities
Out of five candidates who asked to build Unit VII of the Kozloduy NPP, only one company was shortlisted – Hyundai. This is clear from the announcement of “Kozloduy NPP – New capacities”, which organizes the selection of a builder.

The application is for turnkey construction – engineering, construction, delivery and commissioning of a nuclear power plant at the approved site in “Kozloduy” with AP1000 technology. The deadline for expressions of interest was February 2, 2024.
The candidates were:
– Fluor BV,
– Bechtel Nuclear Power Company Limited,
– Hyundai Engineering & Construction Co., Ltd.,
– consortium with leader China National Nuclear Corporation Overseas and partner China Energy Engineering Group, Tianjin Electric Power Construction Co., Ltd.,
– China Energy Engineering Corporation Limited.
By order of the executive director of Kozloduy NPP – New Capacities, a committee was appointed to determine who should be admitted to the short list. She performed her work from February 8 to 12, 2024.
The commission has checked
each candidate
for having engineering-technical and construction experience and expertise. It reviewed whether each company has economic and financial capacity and whether all the required documents are available, completed and formatted according to the requirements specified in the announcement for expression of interest.
The assessment was made on the “pass/fail” basis and according to the commission, the only company admitted was Hyundai Engineering & Construction Co., Ltd.
It is known that it is among the partners of “Westinghouse” in the construction of nuclear facilities.

Unofficially, it is said that some of the companies do not have the required experience, and others have been at a loss in one of the last 5 years. It is also commented that whether only one company will remain in the shortlist ultimately depends on the decision of the Minister of Energy.
After the tender for the selection of the builder, negotiations between the supplier of the Westinghouse technology, the selected builder and the owner are to come.
