The Governor of the Central Bank of Libya, Naji Issa, and his deputy officially began their duties from the bank’s headquarters after the handover and receipt ceremony from the governor-designate from the presidential office, Abdel Fattah Ghaffar.
The handover and reception ceremony was attended by the committee assigned by the Presidential Council, headed by the Minister of Transportation, Muhammad Al-Shahoubi, and representatives of the House of Representatives and the Supreme Council of State, Al-Hadi Al-Saghir and Abdel-Jalil Al-Shawish.
The handover and receipt ceremony was preceded by a meeting between the President of the Presidential Council with the new governor and his deputy, during which he stressed the necessity of adhering to the role of the technical bank, staying away from politics, and not exceeding the legal powers of the Board of Directors, especially the Board formed pursuant to Resolution No. 22 issued by the Presidential Council, until a new Board of Directors is formed. Al-Manfi also stressed the need to commit to spending according to the state’s financial law “1/12” only for Chapters One, Two, and Four until a unified budget law or temporary financial arrangements are agreed upon.
Al-Manfi praised the national role of Governor-designate Abdel Fattah Abdel Ghaffar in managing the council in the most difficult circumstances and implementing judicial rulings and the aspirations of the people to abolish the tax on foreign exchange.
Governor Naji Issa arrived in the capital, Tripoli, yesterday, Tuesday, accompanied by his deputy, after taking the constitutional oath before the House of Representatives in the city of Benghazi and after unanimously voting to appoint him as governor of the Central Bank in a public session last Monday.
