From the investigation of the incident of shooting by the IDF force at the civil security personnel of the settlement of Ofra, which was discovered on Tuesday two weeks ago, it appears that on Sunday of that week, a report was received of stone throwing on Route 60 near the Ofra intersection in the area of the Binyamin Regional Division.
Due to a lack of coordination, a military force opened fire on a civilian security force, the fire stopped only after the civil security personnel reported to the company commander.
Summary of the investigation
As part of an investigation led by the commander of the Central Command, Major General Yehuda Fox, it emerged that the incident miraculously ended without loss of life from our forces. The incident is extremely serious and does not conform to the professional standard expected of commanders and fighters, in violation of orders and procedures as well as reporting.
In addition to this, a serious problem of command and control was discovered within the company and battalion framework, as well as gaps in professional and operational norms and standards. The battalion commander received a command note from the commander of the central command. The deputy battalion commander received a command note from the division commander. The company commander was brought to disciplinary proceedings by the division commander and sentenced to imprisonment. The company’s deputy commander was removed from his position and the soldier involved was removed from combat.
In light of the findings of the investigation, calls were made to all fighters and battalion commanders to refine the opening fire instructions and learn lessons from the incident in order to improve and prevent the recurrence of similar incidents. Also, a training day was held on the subject of “powers of the civil security forces” for the officers of the “Benyamin” spatial division.
