Oil: The GOC collected 224 billion francs in 2021 on behalf of the State

DIG/ State participation in the hydrocarbons sector is managed by the national operator, the National Hydrocarbons Company (SNH) also called Gabon Oil Company (GOC).

According to the data provided by the General Directorate of Public Accounting and the Treasury (DGCPT), the share of State hydrocarbons collected and marketed by the GOC reached 128.6 billion francs in 2021.

According to GOC, this share was 129,023,731,549 FCFA. This difference of (338,302,510 FCFA) is due in particular to the exchange rate applied at the time of fund transfers and to the fees paid to the bank by the DGCPT (see Report of the Monitoring Committee of January 28, 2022).

However, the GOC communicated after the date of the end of the reconciliation, the share of oil of the State, which did not allow the reconciliation of the discrepancies.

On the basis of the data communicated by the GOC relating to the shares of oil of the State delivered by the oil companies to the GOC, the share of oil of the State in 2021 reached 5,789,203 barrels for a value of 224 billion francs in 2021.

Within the framework of the agreement signed with the State covering the costs of managing the volumes of the State, the GOC deducts 6% from the sales of the State’s share of oil.
