Wednesday, November 8, Olivier Dussopt appears for the first time in the Senate chamber since the examination of the “immigration” bill began there, two days earlier. But if the Minister of Labor sits on the benches of the Palais du Luxembourg, while the flagship article of the text is about to be debated, then supposed to facilitate the regularization of undocumented workers in professions in shortage, it is for the very routine weekly question session with the government. As soon as the exercise was finished, he withdrew and left it to Gérald Darmanin to defend the government’s project.

The former socialist thus does not witness the deletion by the senators of article 3 on regularization, erected as a “red line” by The Republicans (LR). The senatorial majority introduced a new one which leaves prefects their discretionary power, rather than creating a legal residence permit in sectors with a labor shortage. A notable absence, while Olivier Dussopt was at the origin of the text – the solemn vote of which must take place on Tuesday November 14 in the Senate – with his interior counterpart. As a symbol of the disappearance of the so-called left leg of the project.

The time for the bill to be announced with great fanfare by the two ministers, on November 2, 2022, seems far away. At the time, in an unusual setting, MM. Darmanin and Dussopt revealed the main points in a joint interview with Monde. An original hitch which was to represent the “true balance” of the text, he said, built on two legs left and right, with a social component and a regal component. To Olivier Dussopt, the regularization of ” friendly “ ; to Gérald Darmanin, firmness in the face of ” bad guys “according to the lexicon used at the time by the Minister of the Interior to distinguish categories of foreigners.

“100% in line with Gérald Darmanin”

“The whole problem comes from this communication artifice made to appease the two wings of Macronia, notes the president of the Les Républicains (LR) group in the Senate, Bruno Retailleau. An immigration text is always carried by the Minister of the Interior, so I am not surprised today by the absence of the Minister of Labor. » At the end of 2022, the boss of the socialist senators, Patrick Kanner, received the two ministers in an interview because “there was a concern for balance in substance, but also in incarnation, with one minister coming from the left and one from the right,” he says. One year later, “it is clear that this balance has completely fallen”.
