The Attorney General’s Office revealed the details of the criminal organization that took over state contracts in the National Unit for Disaster Risk Management (UNGRD) for several months, resulting in multimillion-dollar fraud.
The defendants are the former director of the entity, Olmedo de Jesús López Martínez, the former deputy director for Disaster Management, Sneyder Augusto Pinilla Álvarez, and businessman Luis Eduardo López Rosero.
According to the Prosecutor’s Office, these three officials, in complicity with other officials, formed a criminal enterprise to commit crimes against the public administration. They improperly manipulated the private and expedited contracting processes of the UNGRD, particularly in the acquisition of emergency humanitarian assistance, using public calamity decrees and declarations of national disaster. This criminal organization aimed to illegally direct the entity’s contracts in order to appropriate state funds for its own benefit and that of third parties.

The Prosecutor’s Office has stressed that the defendants were aware of the illegality of their actions. Despite this, they organized themselves in a structured manner, assigning specific roles and functions to consolidate themselves as a criminal organization with the purpose of illegally directing UNGRD’s contracting, putting their economic interests before the general interest.
At the hearing before the 35th Criminal Court with Guarantee Control Function of Bogotá, the Delegate Prosecutor’s Office before the Supreme Court of Justice charged López Martínez, Pinilla Álvarez and López Rosero with the crimes of aggravated conspiracy to commit a crime, undue interest in the conclusion of contracts, embezzlement for one’s own benefit and that of third parties, falsification of a private document and ideological falsification of a public document.
