“The migration to a new technological platform is carried out following the ever-increasing security and usability challenges, as well as to ensure compliance with the requirements of the eIDAS regulation and to continue to be able to develop and improve the range of eSignature services. The existing platform has been used by LVRTC for more than five years, so significant improvements are needed, which will allow the development of a full-fledged and safe solution in the future. At the moment, the technical team of LVRTC, in cooperation with system developers and maintainers of technological platforms, is carrying out preparatory work in order to complete the migration in the shortest possible time, however, it should be taken into account that works of this magnitude are also associated with various technological risks and challenges, so we expect that eSignature tools may not be available even 24 hours a day,” emphasizes the Chairman of the Board of LVRTC, Đirts Ozols.

The technological migration to the new platform will begin at midnight on April 27 (the night of April 26 to April 27) and will last approximately 24 hours.

The LVRTC platform will be changed during holidays, when citizens sign relatively less documents. Services are expected to be completely unavailable for several hours before being gradually restored.

During interruptions, it will not be possible to confirm e-Identity and transactions in internet banks, state institutions and service providers with eParaksts mobile and eID card.

e-Identity verification with eSignature tools will also not work in the single application module Latvija.lv. Also, it will not be possible to sign documents with eParaksts mobile, eID and eParaksts card on the portal eParaksts.lv and on portals and information systems where such an option is integrated. The portal eParaksts.lv will not be available to users, and the mobile apps eParaksts mobile and eParakstsLV will also not work.

During breaks, it will be possible to sign documents with an eID card in the eSigner 3.0 program. To do this, you need the eParakstājs 3.0 program, which can be downloaded from the eParaksts.lv portal before migration. Also, to use the eID card, you will need card PIN information and a card reader.

During the technical work, it will be possible to suspend or cancel eID card certificates by calling the eParaksta customer service number – 67108787.

After the migration of the systems to a new technological platform, the eID card will work as before. Proof of e-Identity with eParaksts mobile in portals and systems will also work as before. On the other hand, before signing documents with eParakstas mobile, all users will have to create a new eParakstas password. There is no deadline for changing the password, it can be done without haste – when you need to sign.

Creating a password is simple and can be created by opening the app and pressing the “eSignature mobile status” button. LVRTC will send information on how to change eParakstas password to all eParakstas mobile users. Also, information about changing the password is already available to everyone on the portal eParaksts.lv. It is important to create this password only after technical work, it is not necessary to do it sooner. The LVRTC urges residents to be vigilant and remember that criminals can use this moment to trick residents into eSignature access data.

“eParakstas password can only be changed in your eParakstas mobile app, so under no circumstances should you enter your eParakstas access data by clicking on links, if it is requested via text message or e-mail,” emphasizes G. Ozols.

The new eParakstas technological platform will support the ECC encryption key format, so organizations that have integrated document signing with eParakstas mobile in their systems need to make sure that the ECC encryption key format is supported and, if necessary, make changes to their systems to support the new encryption keys format.

LVRTC has contacted the organizations and sent detailed information about the changes required.

LVRTC will provide customers with support during the technological migration, as well as inform about the progress of the planned works. LVRTC anticipates that due to the large number of eParaksts mobile users and the different level of digital skills of the population, the waiting time for the customer service phone connection may be longer than usual.
