The Department of Architecture and Urban Planning of the Narva City Government announces the start of a public demonstration between April 6 and May 6, 2023 in accordance with § 82 of the Planning Law of the General Planning (General Plan) of the City of Narva and the draft report of the Strategic Environmental Impact Assessment (KSH) . During a public demonstration, every person has the right to express an opinion on the decision of the General Plan of the City. Opinions can be submitted digitally to [email protected] or by sending an email to Peetri plats 5, 20308 Narva.

During the public demonstration, the materials of the General Plan of the city of Narva and the draft KSH report will be available at the link https://hendrikson.ee/maps/Narva-linn/, as well as on the official website of the city www.narva.ee and on the website of the Department of Architecture and Urban Planning of Narva City Government www.narvaplan.ee. The Narva City Government will organize a public discussion of the results of the demonstration of the General Plan and the draft KSH report in accordance with paragraph 1 of § 82 of the Planning Law on June 9, 2023 at 14:00 at Narva College of the University of Tartu, Room 200, Raekoja plats 2, Narva.

During the public discussion, the opinions presented during the demonstration, as well as the response position of the Narva City Government, will be voiced. In addition, the rationale for the approach chosen for the General Plan will be presented. Representatives of the Narva City Government and planners will answer questions related to the planning decision of the master plan submitted for discussion.

The boundaries of the General Plan correspond to the boundaries of the territory of the city of Narva and amount to 84.54 km².

General planning is a strategic management tool for long-term spatial development and shaping the urban environment. Therefore, the General Planning is the basis for making decisions related to urban space and land use. The Master Plan solves the urban planning tasks set out in § 75 of the Planning Act.

The decision of the General Plan is based on the vision presented in the Narva city development plan: Narva is a green, modern border city where a green lifestyle is promoted and where it is comfortable to live and work; population decline has slowed down, the city is home to at least 45,000 people. The urban space is comfortable for both residents and visitors of the city, regardless of age and features, and allows you to lead a mobile, green and healthy lifestyle. Based on the vision, the strategic principles of the master plan in the context of a declining population are:

1) adaptation of urban space to the needs of 45,000 residents,

2) the direction of the development of the city in its central part and the river area,

3) providing communication between different parts of the city,

4) giving special value to the public urban space of the city and improving the quality of its especially important areas,

5) increase and direction of mobility (following the principles of the 15-minute city),

6) operation of a network of green areas and recreational areas; and 7) achievement of climate goals and adaptation to climate change.

Compared to the current General Plan of the city, the master plan being developed is more flexible in terms of the purpose of land use – in the central part of the city, mixed buildings with a multifunctional purpose are widely used. The purpose of the land use of existing production areas is also seen as more diverse – in addition to industry, the development of the service sector is possible. The new Master Plan is more general and flexible in areas of priority development (eg downtown or industrial areas) and more detailed in areas that need a precise development direction (eg Old Town or high-value development areas). For example, the General Plan considers in more detail the development of a network of recreation areas, consisting of local areas, playgrounds and citywide recreation areas, which are interconnected by the so-called green circles of pedestrian and bicycle paths. Also, the new master plan provides for the designation of the Old Town as a zone with priority pedestrian traffic.

The overall layout consists of a web application of maps, an explanatory note and applications. The explanatory note, in turn, is divided into five parts. The first part of the explanatory note provides an overview of the comprehensive masterplanning process and the principles for involving the public and all relevant institutions. The second part explains the principles and justifications for the decision of the master plan. In the third part, instructions are given on the application of the decision of the master plan in the preparation of detailed plans and the issuance of conditions for design, as well as in the conduct of architectural and ideological competitions. The fourth part defines the conditions for building and use by topic (eg public space, recreational network, ecological zones, cultural heritage, green network, infrastructure, renewable energy, etc.). The final fifth part describes the actions necessary for the implementation of the General Plan. As appendices to the general plan, the topics that needed a deeper consideration are presented: regulation of the use of outdoor advertising and signboards, the state of nature conservation areas and valuable development zones, and changing the boundaries of urban areas.

Parallel to the masterplanning process, a strategic environmental impact assessment (KSH) is being prepared. The purpose of the KSH is to explain, describe and evaluate the significant environmental impacts associated with the implementation of the Master Plan and, if necessary, to identify mitigation measures. The results of KSH are fully reflected in the decision of the general plan through land use and conditions for construction, as KSH specialists are actively involved in the development of the decision of the general plan. As a result of the preparation of the KSH, it was revealed that the implementation of the General Plan of the city of Narva will not have a significant negative impact on the environment.
