The president of the National Assembly, Henry Kronfle Kozhaya, convened session No. 917 of the Plenary, for Monday, March 25, 2024, at 2:00 p.m. in virtual mode, in order to know and resolve regarding the “Ratification of the Proforma of the General Budget of the State for the Fiscal Period 2024 and the Quadrennial Budget Programming of the State 2024-2027”, sent by the President of the Republic, Daniel Noboa Azín.
The First President, through Official Letter No. T. 150-SGJ-24-0136, dated March 22, 2024, within the established period, sent to the National Assembly the ratification of the Proforma, as it was presented on March 20. February 2024, that is, in the original proposal. For this reason, in accordance with the third paragraph of article 103 of the Organic Law of the Legislative Function, it is appropriate that the ratification be known and resolved by the National Assembly.
In this regard, the legal regulations indicate that, “the National Assembly, in the following ten days, may ratify its observations, in a single debate, with the favorable vote of the qualified majority of its members. Otherwise, the programming and proforma sent in the second instance by the Executive Function will come into effect.”
