Is this the ultimate sign of the trivialization of 49.3 desired by the executive? It is in the absence of the Minister of Health, François Braun, traveling to Mayotte, and his counterpart in solidarity, Jean-Christophe Combe, that the Prime Minister, Elisabeth Borne, engaged, Wednesday, November 30, the responsibility of his government during the final reading of the Social Security financing bill (PLFSS) in the National Assembly.
This is the seventh time in two months, and the fifth time on the PLFSS, that the tenant of Matignon has used this article of the Constitution, which allows a text to be adopted without a vote, in an unlimited way on the budgetary texts. A final 49.3 to have the social security budget adopted, before three others expected on the finance bill in December.
“At the end of the examination of the text, and a few days from the end of the constitutional period [prévu samedi 3 décembre], I regret again, as I have already done, that the positions remained fixed. And that despite the advances, each opposition group has reaffirmed its desire to oppose the bill, whatever it contains, whatever it is”argued Elisabeth Borne from the tribune of the Hemicycle, under the boos of the opposition.
“You chose the easy way”
During this definitive reading of the PLFSS, the benches on the left like those on the right and the extreme right denounced a “a process that completely evacuated the debate”, after the Assembly was only able to consider a few amendments to the text at second reading. “The 49.3 is a revolver that targets the nation and the Assembly. Within the presidential coalition, the 49.3 have not begun to support a Social Security budget endowed with 600 billion euros judged “ambitious and responsible”. “I am convinced that our fellow citizens will remember from these last weeks the decisive measures that we have taken, and not the adventures of a sad political spectacle”said the general rapporteur for the Social Security budget, Stéphanie Rist (Renaissance, Loiret).
“Thank you for this constructive debate, this abundance, this monochrome, this gradation of 49.3, which gives so many flavors to our debates. (…) Rarely has there been so little debate on health and social protection since the existence of social security financing laws., quipped, in return, the communist deputy of Bouches-du-Rhône Pierre Dharréville. On a less thunderous tone, the Senate, which rejected the text, also denounced the previous day the repeated use of 49.3. “You have swept away all our work, you do not want to compromise and are using – legally – 49.3, but your use is bad, brutal and we reject it”, underlined the socialist senator from Paris Bernard Jomier, to the cheers of his colleagues.
