(Bassim Sultan) Pakistan Tehreek-e-Insaf (PTI) got the permission to hold a rally in Lahore on September 21, but now some conditions have come out which everyone is surprised to see.
According to the details, PTI has been given permission to hold a meeting with 43 terms and conditions by the district administration, the notification of which has also been issued. It will happen, Chief Minister Khyber Pakhtunkhwa Ali Amin Gandapur will have to apologize for the harsh language in the rally on September 8 and the security of the rally will be the responsibility of the organizers.
On the other hand, PTI leader Ishtiaq A Khan said that we cannot take responsibility on behalf of Ali Amin. .
Conditions
1. The meeting time will be from 03:00 PM to 06:00 PM
2. Organizers will be responsible for ensuring the safety of the stage. Security of ladies and gents enclosures, emergency exits, crowd avoidance/control measures and adequate parking through recruitment of private security and volunteers.
3. The Chief Minister, KPK should publicly apologize for his ruckus during the Islamabad Jalsa on 08 September 2024.
4. Groups from outside the city will not come to Lahore and disturb the daily life.
5. Anti-state/anti-establishment slogans and statements should not be used during the meeting.
6. All persons under trial for hate speech in Islamabad Jalsa will not be allowed to participate on the stage.
7. No advertising offender shall participate in the meeting. If so, the responsibility of facilitating their arrest will fall on the Jalsa administration, failing which the admin will be prosecuted for incitement.
8. No Afghan flag will be hoisted and no Afghan paid workforce will be brought to the rally.
9. The organizers will nominate a focal person who will liaise with the concerned Superintendent of Police and SP Traffic Police to ensure traffic and security arrangements at all points.
10 administrators will work closely with SP Model Town, SP Security Lahore to ensure all relevant security measures.
11. There will be administrative and security requirements for the gathering, to be defined by the Special Branch in the Security Audit and reported to the police in time to ensure that any deficiencies are rectified.
12. No audio/video message of POs or any convicted person shall be broadcast or shown.
13. The traffic police will implement a detailed traffic plan and advisory for the event.
14. The Superintendent of Police (Security) Lahore shall call a meeting with the administrators for necessary arrangements and take an undertaking from them regarding their responsibilities.
15. Organizers along with District Police will install barbed wire and Kant (tent sheet) on outer railing/wall of Lahore Ring Road, Kahna.
16. Use of deck/sound system shall be regulated under the Punjab Sound Systems (Regulation) Ordinance 2015.
17. Sound system should be used inside the ground during the meeting.
18. Containers will be kept by the organizers and by the District Police wherever required.
19. Since there is no permanent stage at Lahore Ring Road, Kahna, the stage should be set up with containers in collaboration with District Police.
20. Iron pipes will be installed around the stage.
21. The organizer shall take responsibility that no unauthorized person shall enter the VIP area or through the VIP gate or the stage or come near the stage.
22. Volunteers/Razaqs provided by the organizer shall be responsible for controlling the participants at the entrance points of the Jalsa, ensuring the formation of queues and ensuring the peaceful and orderly arrival of the participants at the entrance.
When searches are conducted and a calm environment is maintained.
23. The administrator shall manage the generator to maintain uninterrupted power supply/power.
24. Organizers will ensure that minor children are not brought to the rally.
25. No one shall be forced to close his business.
26. No procession/rally will be taken out on roads/streets.
27. No one will be allowed to enter the venue with sticks.
28. Nothing shall be said which will hurt the sentiments of any religious group/community/sect.
29. Display of fireworks will be strictly prohibited and fireworks will not be used.
30. No mobile van or any other vehicle shall be used to announce the meeting.
31. No reception desk will be set up by the Organizers outside Lahore Ring Road, Kahna, therefore only the District Police will allow setting up of reception desks at specified places if required.
32. There will be no wall chalking in any part of the city regarding the Jalsa.
33. A peaceful environment will be maintained at all times.
34. Objectionable/offensive slogans shall be prohibited.
35. No one shall be compelled to attend a meeting within the city.
36. For the safety of general public, maintenance of law and order and normal situation in the venue, the District Police will check/search any vehicle/person coming to attend the Jalsa. There will be no obstruction.
37. No effigy/flag of any political, religious party or person belonging to any country shall be burnt.
38. The parking area for the vehicles coming for the meeting should be allocated by the traffic police.
39. The Jalsa management/management shall fully cooperate with the District Police to ensure foolproof security. No negligence will be allowed in this regard.
40. Security in and around the venue will be the responsibility of the organizers.
41. The organizers shall ensure that the workers/participants coming from outside the district adhere to the conditions under which permission is granted.
42. Organizers shall ensure that all conditions are fulfilled by the end of the meeting and the workers/participants disperse peacefully to reach their destination.
43. Organizers will be responsible in case of any untoward incident.
In view of the overall security situation and threat alerts received from various quarters, the organizers have once again been alerted and strongly advised to take precautions in and around the venue for the safety of the participants and general public. Take all necessary precautions as this public gathering is being held. at their call.
