Once again, we are witnessing how a state institution is being used for political purposes instead of solving people’s problems. This is what the mayor of Sofia, Vasil Terziev, wrote on his Facebook profile.

API may be forced to introduce vignettes for crossing the Sofia Ring Road. This was announced by the road administration earlier today.

The Metropolitan Municipality forces us to think about vignettes of the Ring Road. Our disputes are deepening, but API, as always before, is ready for dialogue and we expect a partnership attitude. This is what the head of the Road Infrastructure Agency (API) Eng. Yordan Valchev told “24 Chasa”.

What are the facts:

In 2020, by decision of the Council of Ministers No. 127, the republican road network was removed from the scope for which a vignette sticker must be paid. No vignette is required for the Sofia Ring Road. The capital municipality has concluded an agreement with API for the maintenance of the republican roads on the territory of the municipality for 2024, and the same agreement is to be signed for the next year – 2025, as it is signed every year.

The bridge on “Bulgaria” Blvd. and Ring Road is the property of API.

The capital municipality fulfills its part of the agreement with API for maintenance of the republican road network on the territory of the municipality. In accordance with this, a survey of the bridge facility at Bulgaria Blvd. and Ring Road was commissioned. The survey, carried out by a team of engineers from the UASG, gave clear recommendations that the facility should be overhauled. While API refuses to admit its responsibility for this repair, the Metropolitan Municipality has taken emergency measures. The safety of the people will not be compromised. Once the safety is ensured, the traffic will be released.

Emergency activities became possible after the chief architect issued a protocol under Art. 195 and Art. 196 of the Territorial Planning Act, which designates the site as an emergency and gives the Capital Municipality the opportunity to start work.
