People who are considered candidates for the ruling party’s presidential election hurriedly expressed their voices to Acting President Han Deok-soo, saying, “We must appoint candidates for the Constitutional Court, Ma Eun-hyeok, Jeong Gye-seon, and Cho Han-chang, who will be recommended by the National Assembly.” The position of the party leadership, led by Chin Yoon (Chin Seok-yeol), is putting the brakes on the appointment of Constitutional Court judges, saying, “An acting president cannot exercise the power of appointment, which is the authority of the head of state,” and is trying to attract centrist votes in the future early presidential election. It can be interpreted as a paving stone.
Seoul Mayor Oh Se-hoon said on the 26th, “Different constitutional scholars have different opinions, but for an acting president to be confident, he must be appointed.” Mayor Oh, who had previously taken a position that went against the mainstream party, such as demanding approval of the party’s argument for the impeachment of President Yoon Seok-yeol, took a different position today as well.
Representative Ahn Cheol-soo, who went against the party line and voted in favor of the impeachment of President Yoon, also said, “The Supreme Court also judged that there was no problem with the appointment of three acting presidents recommended by the National Assembly,” and added, “It is right to appoint them.” It cited the Supreme Court’s statement the previous day that it would not violate constitutional principles even if an acting authority appoints a new Supreme Court justice. Former lawmaker Yoo Seung-min also said, “I would like to tell Acting President Han, ‘Of course, we must appoint three Constitutional Court judges. Please do so quickly.’” He added, “Since he is the acting President, he must make a presidential decision now.”
Even within the pro-Han Dong-hoon circles, there were voices calling for the appointment of a Constitutional Court judge. Rep. Jeong Seong-guk said, “Don’t the Supreme Court and the Constitutional Court say that a 9-member system (appointment) is possible?” and “How will the public react to the argument for a 6-member system?” Former Supreme Council member Kim Jong-hyuk said, “The public demand is to quickly appoint three Constitutional Court judges so that the normal nine Constitutional Court judges can make decisions.”
