“As part of the continued efforts made by ONICL to simplify the reporting system for the activities of operators involved in the trade, storage and processing of cereals and legumes, all operators are informed that an overhaul of the said system will be implemented shortly,” the Office said in a press release.
This overhaul, while being part of the main objective of properly ensuring the mission of monitoring the country’s supply of cereals, legumes and their products and of properly controlling the operations of liquidation of the various taxes and premiums, is based on the principle of standardizing the format and content of declarations of operators’ activities by capitalizing on the achievements and consolidating the already established formats of declaration of operators, continues the same source.
These also concern the principles of continuing the process of dematerialization of the various declarations of operators through electronic declarations via its portal, capitalization on the electronic exchange of data in collaboration with partners managing exchanges at the level of Moroccan ports, as well as the single entry of information to avoid the risks of transcription errors on several declarations.
Furthermore, the overhaul is based on strengthening the confidentiality of operators’ activity data by separating the information used to monitor supply from that also used for the various financial settlements, facilitating the settlement operations of premiums and taxes by making available to operators pre-established editions to be downloaded directly from the portal and signed, and finally, reducing the frequency of physical filing of declarations.
And to note that the new reporting system was developed taking into consideration the various requests and recommendations expressed by professionals and reported by the regional and provincial representations of ONICL.
This will be the subject of a circular which will repeal the circulars relating to operator declarations and the recovery of the marketing tax and the guarantee contribution, the press release states.
The new reporting system will be implemented gradually and any declaration that has undergone the necessary tests will be the subject of a press release setting the effective date of its entry into force.
The press release therefore underlines that ONICL and its external services will be mobilized to support operators in the implementation of this project.
