It is important to study the restrictions on the use of communication tools in detail; the proposal to limit the sale of SIM cards does not correspond to modern realities and can harm the digitalization process. This opinion was expressed by representatives of Russian mobile operators interviewed by RBC.

Earlier, RT reported that State Duma deputy Oleg Matveychev proposed limiting the number of SIM cards that one person can issue to three. He sent a corresponding letter to the head of the Ministry of Digital Development Maksut Shadayev. The parliamentarian explained this initiative by the fact that representatives of dealer companies often issue SIM cards for a client who does not know anything about it. To do this, they use his passport data. As a result, SIM cards end up with unidentified third parties who can use them for fraud.

“We do not support the legislative initiative to limit the number of issued SIM cards per citizen. It does not correspond to modern realities and user practice, does not contain substantive expertise and has not been discussed with representatives of the communications industry, ”commented RBC in the press service of Megafon.

According to company representatives, today people are actively implementing IoT systems (Internet of things – the concept of a data transmission network between devices). They are used, for example, to create a “smart home”, for which users often buy several dozen SIM cards. They are issued for transfer to children and relatives of the older generation. Therefore, the initiative to limit the sale of SIM cards is contrary to the interests of both business and citizens and businesses and limits their ability to use devices, the operator’s representatives believe.

The same opinion was expressed by representatives of VimpelCom (Beeline brand) and T2 RTK Holding (Tele2 brand) in an interview with RBC.
