The opposition Democratic Party of Korea and other parties pushed through the “Yellow Envelope Act” (amendment to Articles 2 and 3 of the Labor Union and Labor Relations Adjustment Act) and the “250,000 Won Support Act for All Citizens” (Special Measures Act for Payment of Livelihood Recovery Support Funds) at the plenary session of the Legislation and Judiciary Committee of the National Assembly on the 31st. Both bills are Democratic Party platform bills, and the People Power Party opposed the two bills as “illegal strike promotion laws” and “cash distribution laws,” respectively, and boycotted the vote. The Democratic Party plans to pass the two bills at the plenary session of the National Assembly to be held on the 1st. In response, as the ruling party announced that it would respond with unlimited debate (filibuster), some are pointing out that a wasteful “filibuster situation” will repeat itself.

Democratic Party lawmaker Jeong Cheong-rae, chairman of the Legislation and Judiciary Committee, forcibly ended the ruling and opposition party debate 40 minutes after the plenary session began this morning and passed the Yellow Envelope Act and the 250,000 Won Support Act for All Citizens by a show of hands. Despite the ruling party lawmakers protesting that “there needs to be more debate,” the two bills were passed with 10 in favor and 7 abstentions, led by the opposition lawmakers who held the majority of seats.

The two bills were previously passed by the opposition party alone in the relevant standing committees, the Public Administration and Security Committee and the Environment and Labor Committee. The National 250,000 Won Support Act includes provisions to provide local love gift certificates worth 250,000 to 350,000 won per person to all citizens. The Yellow Envelope Act includes provisions to regulate excessive claims for damages by companies against striking union members. It was once scrapped in the 21st National Assembly when President Yoon Seok-yeol exercised his right to request reconsideration (veto).

During the clash between the ruling and opposition parties before and after the vote on the bill, they used informal language, abusive language, and shouting at each other, saying things like “Who are you?” and “Villain.” When Chairman Chung pushed for a show of hands, ruling party lawmakers rushed to the chairman’s seat to protest. During this process, People Power Party lawmaker Kwak Gyu-taek said, “What kind of eviction order is this? Who are you?” to Chairman Chung, who shouted “Eviction order” three times. In response, Democratic Party lawmaker Park Jie-won and others strongly objected, saying, “What does ‘Eviction order’ mean to the chairman?” Chairman Chung also demanded that Kwak “apologize for saying ‘Who are you?’” during the meeting that resumed in the afternoon. However, Kwak refused, saying, “‘Eviction’ is a pronoun, not informal language,” and Chairman Chung responded, “I will suspend your right to speak until Kwak apologizes.” In response, ruling party lawmakers again objected, and the meeting was adjourned for 35 minutes.

People Power Party lawmaker Yoo Sang-beom also engaged in a “villain” battle with Chairman Chung. Immediately after the bill vote, Rep. Yoo criticized Chairman Chung, saying, “You keep saying things, I’ll go my own way. You’re repeatedly ending the discussion unilaterally,” and “There are even rumors in the media that Chairman Chung is a “villain.” In response, Chairman Chung responded, “There are many who think that President Yoon, who ‘randomly vetoes,’ is a villain.”
