The Prime Minister’s individual approval was required for someone as a state administration employee to receive extra allowances on top of their salary, according to a non-public government decision issued in 2022, which rtl.hu was able to see. According to the decision, starting in the second half of 2022, employees working at government administrative bodies could not receive benefits in addition to their salaries or wages (not including the cafeteria), except in the exceptional case where “for compelling reasons” the Prime Minister grants an exemption from the ban.

This could be initiated by the heads of ministries through the government office With Viktor Orbán. According to the information of the portal, in 38 cases, the award of the extra allowance was proposed, of which Orbán gave in to the request on 22 occasions.
