The Plenary Session of the National Assembly resolved the partial objection of the President of the Republic to the draft Law for the Control of National Airspace, based on the report of the Commission on Sovereignty, Integration and Comprehensive Security, and will therefore be sent to the Official Registry for publication and validity.

In its report, the commission recommended that the Plenary accept the Executive’s observations on 15 articles and 3 general provisions, as they seek to legally improve their texts, to harmonize them with the international treaties and conventions ratified by Ecuador.

He also proposed ratifying the text originally approved in five articles, in order to strengthen state institutions to respond to current security challenges.

In support of the report, Inés Alarcón, president of the commission, mentioned that the observations submitted by the Executive also seek to strengthen international cooperation and strengthen ties between security and law enforcement forces.

The vote was carried out in two blocks. The first, approved with 79 votes, to overcome the objections in articles 1, 7, 8, 18, 20, 23, 24, 25, 26, 29, 30, 32, 33, 34, 35, general provisions first, third and fifth; and the second, approved with 131 votes, to ratify articles 2, 4, 10, 19 and 21.

General Commission

Prior to its resolution, the Plenary of Parliament received a commission from retired officer of the Ecuadorian Air Force (FAE) and hero of Alto Cenepa, Raúl Banderas Dueñas, who mentioned that this law favors improving control, surveillance and protection of the Ecuadorian firmament.

“With this law, the Air Force will be able to align its actions with technological advancement, in order to better carry out its commitment to the security of all of Ecuador,” he said.
