It is proposed to establish that the Minister of the Interior may, after holding a hearing, order the deportation of a family member of a terrorist, if he knew in advance of his family member’s plan to commit an act of terrorism, if he expressed support or identification with the terrorist act, or if he published words of praise, sympathy or encouragement Actually terrorism.
The explanation for the proposal reads: “Terrorism knows no borders, laws or red lines, and therefore we must find new and extreme tools to fight it. From various studies conducted both by the National Security Headquarters and by the IDF over the years in the case of dozens of suicide terrorists, It emerged that the only concern of the suicide terrorists would be what would happen to their families after the attack. There is no doubt that many terrorists will refrain from carrying out an attack as long as they know that their family members will be punished for it.
Regulation 119 of the Defense (Emergency) Regulations, 1945, as well as the judicial system, recognized the destruction of terrorists’ houses in which the rest of the nuclear family members are injured as a completely legal measure. Unfortunately, this measure is insufficient and does not constitute an adequate deterrent. With the deportation of the members of the nuclear family, there is no doubt that the deterrence package will be completed that will deter terrorists and will also cause the members of the terrorists’ families to prevent their children from carrying out this attack. Deporting the families of the terrorists will save the lives of Israeli citizens with a forward-looking view.”
