After the mayor of the Commune of Treichville in Abidjan, François Albert Amichia first President of the Council of Territorial Communities of Uemoa who led the institution for 11 years, it is the turn of Oumar BA, mayor of the Commune of Ndiob , Senegal to hold the presidency for the next four years. So decided the members of the Council of Territorial Communities of UEMOA, meeting in General Assembly on August 21 and 22, 2023 in Abidjan. Elected following a vote by 24 votes against 18 for his challenger Luc Sètondji Atrokpo, Mayor of Cotonou, Oumar BA will lead the office of CCT-UEMOA with two Vice-Presidents, Yawa Kouigan, President of the Commune Summit of Togo and Rui Gonçalves Cardoso, President of the Association of Local Authorities of Guinea-Bissau. Happy with the trust placed in him by his peers, the new President of the CCT did not fail to express his gratitude to his predecessor, while asking the General Assembly to grant the title of Honorary President to François Albert Amichia. Which was welcomed by all the participants with acclamation. President BA also thanked the WAEMU Commission and wished for more support. “We are aware of our mission. We are a Consultative Body of the Union. We want to transform the vision of our Heads of State into works”, he reassured. An expert in local development and organization management, with thirty years of professional experience, he intends, during this mandate, to contribute significantly to the implementation of the institution’s objectives.

The Council of Territorial Communities is an advisory body of the Union created by Additional Act No. 02/CCEG/UEMOA/2011 of May 30, 2011 of the Conference of Heads of State and Government. The Union gives a clear political signal for better involvement of local and regional authorities in the integration process to meet the challenges of globalisation, promote a system of multi-level governance and take into account the concerns of populations in Community policies and programs of development.
