The European Commission has published the full list of companies that have signed up to the so-called AI Pacta series of voluntary commitments which can be respected before the full application of theAI Act. As expected, Meta did not sign. Other notable absences include Apple, NVIDIA, Anthropic and Spotify.

The European regulation on artificial intelligence (AI Act) entered into force on 1 August 2024, but its application will take place gradually from 2 February 2025 to 2 August 2027. The obligations for general purpose AI modeli.e. those at the base of the chatbots used by millions of users every day, will be applied from 1 August 2025.

The European Commission has introduced a series of non-binding commitments (PDF) (AI Pact) for companies that want to comply with some provisions of the law in advance. The signatories committed to implement at least three main actions:

  • AI governance strategy to promote the adoption of AI in the organization and work towards future compliance with the law
  • Mapping high-risk AI systems to identify AI systems that may be classified as high risk under the law
  • Promote AI literacy and awareness among staff, ensuring ethical and responsible AI development.

Over half of the signatories committed to additional commitments, including ensuring human surveillance, mitigating risks, and transparently labeling certain types of AI-generated content, such as deepfakes.
