You have run the prime minister’s office. What are your conclusions about the circumstances under which the Director of the State Chancellery, Jānis Citskovskis, lost his position.
Citskovsky’s case shows that the civil service that has been built and the system that has been built is not working. The system that was built was meant to be that there are politicians and then there is the civil service, which ensures the legitimacy and wisdom of the decisions made by the politicians, telling the politicians whether it can or cannot be done. Citskovsky’s case shows that politicians decided to fly on private planes and the civil service accepted it, which is completely unacceptable, because of course the civil service could have said: “It shouldn’t.”
The State Chancellery is to some extent a servant of political power.
The State Chancellery is, of course, a servant of politicians, that is clear, that is also its task – to serve, but at the same time it must also follow common sense and legality. And they could say that this kind of spending is neither legal nor reasonable and refuse to pay those bills. There is no problem there.
I don’t know whether this responsibility of Tsitskovskis is legal, but it is obvious, as well as the fact that he expresses those statements exposing the working method of the prime minister’s office only now, when they are useful for his public and legal defense. However, in my opinion, this does not allow us to sweep under the carpet and leave without evaluation what Citskovskis said that the prime minister’s adviser at the time, now parliamentary secretary Dace Kļaviņa, tried to persuade him to take responsibility instead of politicians, in return promising, I will quote, “not to evaluate Citskovskis’ own responsibility”. But now it has completely disappeared from the radar and is not evaluated either from the point of view of political culture or the rule of law.
