The 50th NS has been driving without regulations for almost a month. Without it, there are no commissions, and without them – laws. 38 are already waiting, including the one for the euro

The 50th parliament may be about to become the first to dissolve without even having managed to form committees. Deputies have been sitting for three weeks now without having a regulation, and they may adopt it on Thursday at the earliest. Broadcasting of the standing committees, without which the real work of the National Assembly cannot start, can be started on Friday at the earliest, or the optimistic scenario for them to work is on the fourth week of the convening of the 50th Parliament. For this to happen, however, there must be agreement on the distribution of leadership positions between the groups. And there isn’t one and it won’t be set soon, which is one of the main reasons for kicking the ball with the vote on the rules.

Committees were formed even in the fleeting 45th and 46th assemblies. The first parliament, which lasted a record nine days, had three broadcasts – legal, health (due to the coronavirus pandemic) and budget and finance. And the 46th National Assembly, which sat for about 30 days, had the full package of 22 committees.

The creation of the commissions is key, because without them the elected cannot do the main thing they are there for – to pass laws, since every project must first go through the line commission. And so for three weeks they fill the time with hearings of the same ministers, sometimes even twice a day. If the parliament remains without committees, the 50th National Assembly may leave without having accomplished anything.

In his office, 38 draft laws are already pending, 14 of which are for the Council of Ministers. Among them is the Law on the introduction of the euro, which should regulate how the prices will be converted. Another of the changes is in the Law on Road Traffic, with which the maximum speed on a highway is reduced from 140 to 130 km/h. The Ministry of Justice should soon be ready with the notorious law on personal bankruptcy, the adoption of which is a condition for the tranches of the recovery plan. Among the parties, “Vazrazhdane” submitted the most draft laws – 10. PP-DB prepared changes in 6 laws, and BSP – in 5.
