Parliamentary return: Three questions to the coordinator of the CDT group in the Chamber of Advisors, Khalihenna El Guerch

In an interview with MAP, the coordinator of the Democratic Confederation of Labor (CDT) group in the Chamber of Advisors, Khalihenna El Guerch, returns to the issues related to parliamentary action, in particular the conclusions of the social dialogue.

1-What are the main issues of the current legislature?

The issues raised are both new and old and can be summed up mainly in the place that the constitution grants to the legislative institution, fully assuming its prerogatives, in particular the control of government action and legislation, as well as the consecration of the positive treatment of questions raised by parliamentarians and the discussion of their proposals, in addition to guaranteeing the rights of the opposition.

Since the beginning of the current legislature, the government has adopted an approach that favours the logic of the majority in the management of files, ignoring observations and amendments presented, current questions, requests to speak and the rejection of proposed laws.

Everyone is aware of the challenges ahead, including natural and economic shocks and crises, due to the geopolitical changes in the world today, which require the development of a clear vision involving all stakeholders.

Therefore, it has become crucial to increase the budgets of the public sectors of a social nature, for their major role in combating crises, as well as to provide for a general increase in salaries, the revision of taxes, the creation of jobs and the adoption of laws with a social impact.

2-What are the priority areas to be taken into account by legislative reforms?

Legislative priority must be oriented towards everything that is social in nature, giving particular importance to the public social sectors, especially education and health, as well as the institutionalization of social dialogue, the resolution of thorny issues and the creation of equitable basic systems that meet the aspirations of employees and do justice to several categories, because human resources are the basis of the success of any public policy.

Similarly, legislation must take into account an optimal implementation of the project of universalization of social protection in order to target all vulnerable and poor categories and provide them with direct support for a decent life, as well as guarantee the rights of employees to professional and social stability and not infringe on freedom of association.

3-What is your perception of the organic law relating to strikes?

Our position is clear regarding this organic law. Like any social law, it must pass through the institution of social dialogue to reach a consensus on this issue before being submitted to Parliament.

We believe that decisive laws should not be decided by the logic of majority and minority, but rather by the logic of consensus within the framework of social dialogue.
