The head of the Supreme Council of State, Mohamed Takala, renewed the council’s rejection of the state’s general budget law for the year 2024, which was recently approved by the House of Representatives, on the grounds that it violates the legal procedures of the political agreement.

Takala addressed a letter to the Governor of the Central Bank of Libya, Al-Siddiq Al-Kabeer, demanding that the budget law not be implemented and that the council’s position rejecting it be adhered to, stressing the need to adhere to the legal articles that oblige the government to submit the draft budget to the Supreme Council of State to express its binding opinion before referring it to the House of Representatives.

Takala held Al-Siddiq Al-Kabeer legally, historically and morally responsible for the political and economic repercussions of the draft budget, which exacerbate the country’s crisis and widen the gap of disagreement.

Takala also addressed a letter to the Secretary-General of the Arab League, Ahmed Aboul Gheit, expressing his regret for not responding to the invitation of the Arab League to attend the second round of dialogue with the heads of the Presidential Council and the House of Representatives.

Takala considered that such meetings are useless in light of the House of Representatives’ desire to use them for maneuvering and wasting time without achieving any progress towards resolving the crisis.

Takala stressed that the Supreme Council of State will suspend its participation in any consultations or dialogue with the House of Representatives until the pending issues are resolved, most notably the budget law.

Takala also addressed a letter to the Speaker of the House of Representatives, Aguila Saleh, this morning, denouncing the approval of the budget, considering that it did not meet the rules for approving its law in accordance with the applicable legislation.

The House of Representatives had approved the largest budget in Libya’s history, amounting to nearly 180 billion Libyan dinars.
