Parliament’s participation in SIEL in Rabat, a way of showing its openness

This year, the presence of both chambers of parliament at this annual cultural event comes in a context marked by a resolute commitment by the parliamentary institution to enshrine transparency, to promote the effective materialization of the right of access to information and also to provide information that is easily accessible to all on its composition, structures, prerogatives and its fundamental role in promoting democratic practice.

As evidenced by its pavilion at the SIEL in Rabat, which sees a significant influx of visitors, including researchers, academics, intellectuals and political and institutional actors, in addition to students and pupils who thus discover the work of parliament through its archives, its publications and its activities as well as explanations given by officials from both chambers.

An invitation to discovery and knowledge also encouraged by the design of the pavilion and its authenticity with a stand reserved for the House of Representatives and another for the House of Councillors and in the middle, a model of the dome of the parliament.

In this pavilion, the visitor can access the editions of the parliament concerning the legislative production or the balance sheet of the work of the two chambers of the parliament as well as publications containing the speeches of HM King Mohammed VI delivered before the parliamentarians during the opening ceremonies of the sessions between 1999 and 2019, in addition to publications reserved for government programs as well as a general guide to parliamentary deliberations during the period 1965 to 2002.

Better still, the pavilion provides visitors, especially researchers, with access to an easily downloadable application that allows them to consult legislative production while giving access to the parliament portal designed in five languages ​​(Arabic, Amazigh, French, English and Spanish), to the general satisfaction of visitors.

Also on the menu are brochures in Arabic and French that provide information on the roles, prerogatives and composition of the two chambers of parliament, in addition to the work of the standing parliamentary committees, parliamentary groups and groupings as well as information on the history of parliament since its creation.

Visitors also have the privilege of consulting fairly old reports and documents from parliamentary committees such as that of the Finance, Planning and Regional Development Committee on the draft law on the organisation of accounting expertise and the creation of the Order of Chartered Accountants during the April 1992 session, the report of the same committee on the 1980 Finance Bill or the report of the Justice, Legislation, Human Rights and Civil Service Committee on the draft internal regulations of the House of Representatives during the October 1994 session.

In addition, the pavilion has a conference room with an interactive screen displaying everything related to the legislative aspect and the activity of the parliamentary committees, the beating heart of parliament. The room also presents excerpts from royal speeches delivered during the opening of the legislative sessions of October 2011 and October 2021 as well as excerpts from royal speeches of the late sovereign HM King Hassan II during the opening of the legislative session of December 1997 and during the legislative year 1963-1964.

The pavilion also displays portraits of the presidents of both houses of parliament as well as photos of plenary sessions dating from the first legislature 1963-1965 to the 11th legislature 2021-2026.

In a statement to MAP, the President of the House of Advisors, Naama Mayara, affirmed that this participation of the parliament in the SIEL of Rabat aims to make all Moroccans discover the role of the parliamentary institution as a legislative power.

”This pavilion is an illustration of democracy aimed at explaining to the general public, especially children, parliamentary activity within the framework of an edition of SIEL which gives pride of place to Moroccan culture through books”, he stressed during his visit to the pavilion in the company of the first president of the House of Advisors, Mohamed Hanine and in the presence of the Minister of Youth, Culture and Communication, Mohamed Mehdi Bensaid.

As for the visitors, particularly researchers, students and pupils, present in large numbers in this pavilion since the start of this 28th edition of the SIEL of Rabat, they do not hide their satisfaction, saluting the parliament for its openness and its civic communication.
