“Partial peace” with Armenia is not an option »

Azerbaijan’s Foreign Minister Jeyhun Bayramov considered before the United Nations General Assembly that “partial peace” with Armenia was not possible, after Yerevan presented more optimistic signals on the same platform.

“Partial peace is not an option after so much pain and suffering,” Bayramov said, particularly stressing the need to change Armenia’s constitution, which refers to the “reunification” of the country with Nagorno-Karabakh.
Armenian Prime Minister Nikol Pashinyan said in his speech on Thursday that a peace treaty with Azerbaijan was “within reach.”
Azerbaijan and Armenia say that a comprehensive peace agreement is 80 percent ready, including border demarcation, but Azerbaijan first wants to resolve all issues.
In his speech to the United Nations, Pashinyan expressed his readiness to meet Baku’s main demand by allowing it to reach Nakhchivan via Armenian territory, which would allow Azerbaijan to be linked with its traditional ally, Türkiye.
Pashinyan insisted that Azerbaijan and Armenia must sign the draft agreement immediately, explaining, “There is no precedent for a peace agreement or any other agreement that would organize and resolve everything.”
