Prime Minister of Armenia Nikol Pashinyan will not come to Bishkek for a meeting of the Council of CIS Heads of State on October 13, the press service of Kyrgyz President Sadyr Japarov reported.

Nikol Pashinyan will not be able to take part in the upcoming meeting “due to a number of circumstances.” He “with regret” told Japarov about this during a telephone conversation, the report says. What reasons will not allow the prime minister to attend the summit is not specified.

Earlier, Armenian Foreign Minister Ararat Mirzoyan refused to go to Bishkek for the CIS summit. He was supposed to take part in the meeting of the CIS Foreign Ministers on October 12. The press secretary of the Armenian Foreign Ministry explained that the country will be represented by the deputy minister.

Armenian authorities regularly accuse Russia and the CSTO (a pro-Kremlin military bloc created from loyal republics of the former USSR) of inaction and lack of response to Yerevan’s requests for help. On September 5, Armenian President Vahagn Khachaturian decided to recall the permanent representative from the CSTO, and the next day the Armenian authorities announced military exercises with the United States. In May, Armenia warned that it might completely freeze its membership in the CSTO, but the Kremlin refused to believe this.

Relations between Armenia and Russia deteriorated further after the events in Nagorno-Karabakh. Then Pashinyan accused Russia of an attack on the country’s independence, and also announced the ineffectiveness of the CSTO and “serious questions” for Russian peacekeepers, who did not in any way interfere with the actions of Azerbaijan, despite the fact that preventing military conflicts is their direct responsibility. At the same time, Pashinyan emphasized that “Armenia has never betrayed its allies.”

The Kremlin, in response to accusations of inaction, stated that Azerbaijan de jure conducted the operation on its territory. And Russian Foreign Ministry representative Maria Zakharova recalled the latest actions of the Armenian leadership, which allegedly “created fertile ground for the hostile policy of the West” towards Russia.

In early October, the Armenian parliament ratified the Rome Statute, on the basis of which the International Criminal Court (ICC) operates. Thus, the republic has joined 123 countries of the world that will be obliged to arrest Vladimir Putin under an ICC warrant if he arrives on their territory.
