The ruling party in Armenia sharply criticized Samvel Shahramyan, the last leader of Karabakh separatists, following the news that he had canceled the September 28 decree.
A week after Azerbaijan’s September 19-20 operation in Karabakh, Shahramanyan signed a decree that the so-called “Republic of Artsakh” and its “defense army” will be released from January 1, 2024, in order to stop possible military clashes.
The Armenian service of RFE/RL – Azatutyun reminds that almost the entire Armenian population of Karabakh left the region after the September 19-20 operation.
Presented as Shahramanya’s “advisor”. Vladimir Grigoryan said last Friday that another “decree” signed by the separatist leader on October 19 annulled his September 28 decree.
In the “decree” dated October 19, it was stated that all authorities of the so-called republic, “state minister”, “members of the government”, “parliament”, “law enforcement agencies”, as well as the mayor of Khankendi continue their activities on public grounds, that is, without salary.
On December 22, Shahramanyan met with other separatist “leaders” and told them that “there is no legal document that abolishes the Republic of Artsakh”.
