Pass Culture: the Court of Auditors points to dysfunctions in its implementation

The main measure in terms of Emmanuel Macron’s cultural policy scrutinized. The Court of Auditors, in a report made public on Tuesday, believes that the economic model of the Culture Pass should be subject to “potential adjustments”. Nearly 3 million people are now beneficiaries.

Generalized since May 2021 and extended to those under 18 in 2022, the Culture Pass was an important commitment by Emmanuel Macron in terms of cultural policy. According to the Court, this mechanism “constitutes an innovative approach to public policy”. It offers an envelope of 300 euros so that young people have access to cultural activities of their choice.

However, the Court considers that it is too early to analyze the impact of this pass on cultural practices. But it calls for “a very particular vigilance of the public authorities in order to ensure that it achieves not only quantitative but qualitative objectives” since it is “a substantial part of the budget of the ministry”. Indeed, it represents an annual budget of 273 million euros.

The Court highlights the problematic implementation of this system. The first two years of the Pass, thought of as a “State start-up”, led to major dysfunctions, “problematic governance of the project”. “However, a severe assessment can be drawn from the prefiguration phase of the system, until the creation of the SAS Pass Culture” writes the Court in the summary of its report.

Consulting firm

The management of the Pass Culture “emblematic of the excesses of the extensive use of external consultants for missions of an administrative and political nature”. Indeed, it is a consulting firm, appointed by the Ministry of Culture, which first takes responsibility for this project: “The Court wonders about the advisability of using an outside consultant, on availability of his administration of origin, to entrust him with tasks of an administrative nature of the same order as those he would have fulfilled within the framework of a secondment or a secondment. »

As a result, the report proposes the adoption of a ministerial code of ethics which “specifies in particular the rules applicable to public officials recruited in the private sector or joining a supplier of intellectual services”.

Today, the current situation “presents important elements of reassurance”. Even if the Court specifies that the SAS Pass Culture “inherits this complicated history and is confronted with a series of legal and human challenges, which it will only be able to respond to if it is part of a long-term trajectory”, which implies its registration on the list of State operators.
