Pdt Bazoum’s priorities for inclusive development

A few months after his appointment as head of the Conference of Heads of State and Government of UEMOA, on December 5, 2022 in Abidjan, President Mohamed Bazoum unveiled, on Friday December 16, 2023, the priorities of his mandate. It was on the occasion of the Statutory Council of Ministers of UEMOA, chaired by Adama COULIBALY, Minister of Economy and Finance of Côte d’Ivoire.

Invested as President of the Conference of Heads of State and Government of UEMOA in a context of unfavorable international economic conditions which nevertheless does not prevent the UEMOA zone from being resilient, Mohamed Bazoum, for the consolidation of the community building, intends to act on several axes. Among the priority projects, the new head of the Conference of Heads of State and Government of UEMOA intends to mobilize his peers for the adoption of a new Convergence, Stability, Growth and Solidarity Pact in order to set a benchmark for the Member States of the Union in terms of public finance management. Welcoming the economic resilience of the Uemoa zone despite international shocks with a growth rate of 5.9% in 2022, President Bazoum, during his presentation, stressed that it will be a question, during his mandate, to focus on four major reforms for the year 2023. These include, among others: the continuation of the reform on the adoption of the single currency of ECOWAS, the ratification of the Agreement monetary cooperation with France, the reorganization of the Court and the improvement of the review of Community reforms, programs and projects following its evaluation. As the development of the Union’s economies depends on peace and security, it will also be a question of implementing the decisions of the Action Plan for Peace and Security.

Digital, intra-African trade, energy… important axes

Convinced that energy, the digital economy and intra-African trade are important levers of growth for the Union, President Mohamed Bazoum, in his new role, intends to support the Commission and BOAD in their efforts to mobilize development partners for the financing of the Energy Poles Development Strategy (SDPE), the Regional Program for the Development of the Digital Economy (PRDEN), the Growth Ring Corridor Development Master Plan (CACAO) , the Regional Spatial Development Scheme (SDER). Road and transit infrastructure being crucial for trade, Mohamed Bazoum mentioned the interest of preserving these achievements. “In this respect, he said, the full application from January 1, 2024, of the Regulations relating to axle loads must constitute an absolute imperative for our States”. At the end of the presentation of the President of Niger, the President of the Council of Ministers of UEMOA, while welcoming the initiative, declared that the roadmap of President Mohamed Bazoum “constitutes a variation of the appropriate responses to be brought to these structural challenges that impede the march of our Union towards harmonious development and shared prosperity”. He did not fail to reassure him of the full availability of the Council and the Organs of Uemoa to implement the actions necessary for the realization of this roadmap.
