When the false information was published, the number two Carlos Alberto Arias’ residence permit had already been signed by the Interior “for exceptional reasons.” In a document with his name and signature, dated April 11, 2016, Francisco Martínez sees “reasons to cooperate with the police authorities” to grant the informant a residence permit for one year.
