Speaking during the weekly oral question session in the House of Councilors, Mr. Baitas indicated that this reform project is part of the efforts made by the government, relating to the revision of criminal law, as well as draft law No. 43.22 relating to alternative sentences which was submitted to parliament.

In this context, Mr. Baitas stressed that this legislation “largely addresses the problem of prison overcrowding”, noting that the analysis of the prison population reveals that most prisoners are serving sentences of less than two years, “which could be considered as crimes that do not have a major impact on society and which could be subject to the provisions of alternative sentences”.

The minister also stressed the need to pay particular attention to the educational and societal aspects, while emphasizing social values, in addition to the role of the family.

In response to another oral question on “improving the situation of managers and civil servants of the General Delegation for Prison Administration and Reintegration (DGAPR)”, Mr. Baitas stressed that this aspect is one of the priorities of the DGAPR, which “is working to implement an integrated vision based on three axes”.

The first axis concerns the revision of the status, while the second concerns the promotion of social works of civil servants in the sector, he specified, noting that a bill has been drawn up for the creation of a foundation for social works dedicated to civil servants of the DGAPR.

Regarding the third axis, Mr. Baitas explained that it is based on improving the system of motivating civil servants through new methods aimed at developing their sense of belonging to this department, while encouraging them to improve their performance.
