Political scientist Raul Magni, author of the petition relayed by François Ruffin, takes the example of Switzerland, where “the constitutional (but not legislative) RIC is a particularly effective safeguard, which promotes dialogue and dispassionate debates”, assures- he.

In the Swiss Confederation, any citizen who opposes a law has 100 days to collect 50,000 signatures and trigger an optional referendum. In the past, Swiss citizens have, for example, voted on the maintenance of the audiovisual license fee.

In France, the debate is not new: the establishment in the Constitution of a “popular referendum” already appeared in the list of demands of the Yellow Vests, in 2018. Unlike the systems existing in France, neither the government neither deputies or senators would be associated with the launch of this referendum. This RIC could in fact be triggered by an undefined percentage of citizens who would submit it to the vote of all the others. A means, for its promoters, to initiate the transition to a more direct democracy.
