“The answer can be neither in immobility nor in extremism. “Three days after the promulgation of the pension reform, Emmanuel Macron addressed the French this Monday at 8 p.m., on television. The objective: to try to relaunch its second five-year term, against a backdrop of persistent political and social crisis.

From the Élysée, where he spent most of his time in a posture of withdrawal during these three months of conflict, the Head of State spoke for thirteen minutes. “The changes to this law will come into force from this autumn,” he immediately recalled, insisting on the need for his flagship project. “As the number of pensioners increases, the answer could not be to increase pensions (….), it could not be to do nothing”, he pleaded.

Sitting at his desk in front of a window overlooking the gardens, he also assured to hear the “anger” of the French. “No one can remain deaf to this demand for social justice and the renovation of our democratic life,” he said. At the very moment of this solemn address and without opponents, pot concerts were organized in front of many town halls and prefectures, bringing together several thousand people.

A “new work life pact”

But the President of the Republic, determined to regain the initiative since his law was generally validated on Friday by the Constitutional Council, has above all drawn up his “roadmap” for the future, which his Prime Minister will have to detail “as of the week next “. “We have before us 100 days of appeasement, unity, ambition and action in the service of France”, proclaimed Emmanuel Macron, giving an appointment “on July 14th” to “take an initial assessment “.

During this period, he set three sites, starting with “labour”, he insisted, indicating that “1.7 million jobs” had been created in six years. “I want to initiate the reform of the vocational high school, so that the greatest number of our young people have access to qualifying training”, he assured.

Emmanuel Macron also said his desire to build a “new pact for life at work”, which will be “constructed in the weeks and months to come through social dialogue” between trade unions and employers’ organisations. Negotiations will focus on the need to “improve employee income”, “promote careers”, “better share wealth”, “improve working conditions”, “find solutions to professional attrition” or even ” help with the reconversion,” he added, saying that “the door would always be open to the unions” to negotiate. However, they refused to go to an invitation set on Tuesday by the Élysée.

In court, strong announcements “from May”

Second project: justice and the republican order. “The rule of law is our foundation and there is no freedom without law, nor without punishment for those who transgress the rights of others,” declared the Head of State. “To this end, we will continue to recruit more than 10,000 magistrates, to fight against all social or tax fraud”, continued the president, who plans “strong announcements” from May for “fight against all forms of delinquency and all fraud”.

“We will also strengthen the control of illegal immigration while better integrating those who join our country,” he continued.

Before his televised intervention, the president had addressed these themes in front of his troops at the Élysée: “If we do not do immigration and work (before July 14), that means that we will not do it”, he had declared.

“Progress for better living”

The third project, finally, will be that of “progress for better living”. “I want each of you to rediscover the certainty that our children will be able to build a better life. And it is our public services that will have to carry this hope, from early childhood to old age,” he said. “National education must reconnect with its ambition to be among the best in Europe. »

The health system will also be “deeply rebuilt”, recalled the Head of State. “By the end of the year, 600,000 patients with chronic illnesses who have no attending physician will have them. By the end of next year, we should have decongested our emergency services. »

From the next few days, the president should come out of the Elysée to “discuss with the French”, according to his entourage. One or two trips are planned in the provinces from Wednesday or Thursday to talk about education in particular. Apart from the Agricultural Show at the end of February, the Head of State has stayed away from crowds since the beginning of the year. Will he be able to renew this contact, when his last trips have been heckled by demonstrators?
