President Gustavo Petro has presented a nine-point proposal for the ‘National Agreement’, a preliminary step before the convening of a National Constituent Assembly.

In an effort to ensure that his social reforms are considered and approved by Congress, Petro stressed the importance of including these points in the national debate. He underlined the primacy of constituent power and the need for a national agreement on key issues. The nine points proposed by the president are:

Immediate guarantee of the universal right to education, health and pensions.

New territorial planning.

Economic and social development of excluded territories.

Agrarian reform.

Adaptation to the climate crisis.

Justice reform.

Political reform.

Pact for a productive economy.

Judicial truth and social forgiveness for a definitive peace.

«First of all, a constituent assembly is the constituent power and the national agreement on the issues“Petro said, highlighting the urgency and relevance of these proposals for the future of the country.

On the other hand, the president of the Constitutional Court, José Fernando Reyes, pointed out that how can we continue to talk about new constitutional projects if we have not been able to develop and enforce the pact we forged in 1991? The Constitution cannot be a deformed, gelatinous and banal mass, changeable at will, but rather the opposite, a rigid text with very relative flexibility, which requires very meticulous and demanding requirements for variation and change.
