President Gustavo Petro does not want to let his controversial health reform die and from Maicao, La Guajira, he announced that to deal with the economic emergency in that region, the decree is ready to implement the bases of the project that remained in intensive care in The congress. “We will carry out a health reform with emergency decrees for La Guajira,” said the president.

From that area of ​​the country, which registers the highest rates of malnutrition and infant mortality, Petro has been ruling in recent days and had an extraordinary council of ministers to finalize details of the decrees that will regulate said emergency.

In this sense, it was concluded that the objective will be to grant direct contracting powers to the Ministry of Health, the Administrator of the Resources of the General System of Social Security in Health (Adres), the National Institute of Health (INS) and other authorities so that directly contract any type of good or service required to overcome the emergency in that region of the country.

According to President Petro, it is the same health reform that has already been presented in Congress, but with the margin and the proposal to apply it first in all of La Guajira. To this is added the already well-known proposal of wanting to expand the entire hospital network in the territory.

Thus, this reform plans to set up health districts throughout the territory of La Guajira for 800,000 families with medical teams that will visit each ranch, neighborhood, family and rural area, bringing vaccines and conditions in the territory.

Additionally, Petro explained that both the hospital network and the insurers are going to begin to implement the primary care phase through the well-known CAPS that were mentioned so much in the reform. These are going to be located close to the rancherías in order to deal with diseases and malnutrition in a timely manner, which is what plagues that region of the country the most.

To do this, they then hope to develop the basis of the project that talks about prediction and prevention.

The president emphasized that in order to fulfill this idea, they must work jointly with the Ministry of Education and create the Wayuu University. In the end, there would be 300 doctors and 600 nurses, plus those already in the hospitals, that would be needed to carry out the initiative.

For this reason, Petro said that all the medical schools in Colombia will be convened so that in the rural courses, the students of the different health careers can be part of the project and help complete the personnel that is needed for this to be done. reality.

Finally, the president explained that a model will be organized where ancestral medicine is present together with conventional medicine, for which work will be done hand in hand with the Ministry of Health and the traditional indigenous authorities.

The other initiatives

Another of the objectives to which Petro aims is to deal with the issue of water supply in the territory and promised to create the Water Institute of La Guajira, to “prevent and mitigate a possible public calamity, which could happen as a consequence of the crisis climate and the misuse of water in the territory”. This entity would also have the resources to build “the largest desalination plants in Colombia.”

Immediately afterwards, he said that “there will be a fleet of vehicles to bring drinking water to the last corner of La Guajira, free of charge, which will leave the Rancherías reserve and wherever this vital resource is available.”
