Philippe Juvin, ex-mayor of La Garenne-Colombes, targeted by a CFDT complaint

It is a legal action which will cause a stir in La Garenne-Colombes, a commune of Hauts-de-Seine piloted from 2001 to 2022 by the current deputy Les Républicains (LR) of the department, Philippe Juvin. According to our information, a local CFDT union representative and the Hauts-de-Seine interco-CFDT union filed a complaint on April 25 with the Nanterre public prosecutor’s office for “moral harassment”, “obstructing a process of reporting “and” union discrimination “against Mr. Juvin, Monique Raimbault, the current mayor (LR) of La Garenne-Colombes, the director general of the services of the municipality, the person in charge of the media library of the municipality and against X.

In addition, the complainants sent a report to the courts, under article 40 of the code of criminal procedure. This report targets the professional situation of Mr. Juvin, in parallel with his parliamentary mandate, as head of the emergency reception service since 2012 of the European Georges-Pompidou Hospital (HEGP), an establishment of the Public Assistance-Hospitals of Paris (AP-HP) located in the 15e arrondissement. He also denounces the situation of several parliamentary collaborators of Mr. Juvin, also employed by the municipality of La Garenne-Colombes.

Unlucky candidate for the LR primary for the 2022 presidential election, Mr. Juvin, 59, was mayor of the town for twenty-one years before passing the torch to his first deputy, Monique Raimbault, in July 2022, after his election as deputy and under the law on the non-accumulation of mandates.

“Inaction by the municipality”

In the background of this CFDT complaint: the discomfort of four local representatives of the union. The latter have in common to be municipal agents in La Garenne-Colombes, to present themselves as victims of alleged acts of moral harassment in their respective posts and to have issued several reports to the administration and elected officials of the municipality, including Mr. Juvin and Mr.me Raimbault, remained according to them without effect.

The local representative of the CFDT who lodged a complaint on his behalf denounces in particular acts of alleged moral harassment on the part of his superior, the head of the city’s media library. An administrative investigation was finally opened by the town hall, which “will make decisions based on its findings”. But the plaintiff’s lawyer, Christelle Mazza, denounces investigations “in charge” against his client.

For his part, the general secretary of the Hauts-de-Seine interco-CFDT, Guillaume Bac, underlines “the inaction of the municipality which lets situations rot and does the bare minimum”and suspects “trade union discrimination and unfavorable treatment of reports from our elected officials”. “All unions enjoy the same benefits from the community”responds the mayor’s office.
