Islamabad: To save Pakistan from bankruptcy, Prime Minister Narendra Modi’s model will have to be implemented. The Asian Development Bank (ADB) has advised Pakistan to adopt Prime Minister Narendra Modi’s education plan – Ullas (ULLAS), an understanding of education for all in the society. So that the country’s poor education system can be improved and quality training can be provided. Pakistan had requested financial help from the Manila-based bank to improve the country’s poor education system and provide education to all children. In response, the Asian lender asked Pakistan to adopt PM Modi’s model.

ADB’s advice to Pakistan

ADB advised Pakistan to adopt a multi-stakeholder approach by leveraging international schemes such as the Government of India’s new centrally sponsored ULLAAS scheme. Pakistan’s Central Education Secretary sought ADB’s assistance to develop a mechanism for education planning. ADB emphasized that the ULLAAS scheme highlights the urgent need for both federal and provincial governments to collaborate to expand access to quality education. The lender further said that a similar scheme in Pakistan could yield results.

PM Modi has approved the Ullas scheme

Prime Minister Narendra Modi had approved the centrally sponsored Ullas scheme for a period of five years with the aim of providing ‘education for all’. The Indian scheme aims to provide not only basic literacy but also create citizens for the 21st century, who have important skills including financial literacy, digital literacy, commercial skills, health care, etc. The recommendation comes just days before the scheduled visit of ADB President Masatsugu Asakawa to Pakistan.

The report of the Planning Commission of Pakistan shows that the country’s education system has completely fallen apart. All 134 districts except Islamabad are lagging behind on indicators ranging from learning outcomes to public financing. None of the 134 districts of Pakistan could achieve a good rating in the education sector. According to the Education Index Report, 133 out of 134 districts fall in the medium to low category.
