A package of aid for tourism; measures to simplify and accelerate investments in railways; interventions in support of the National Cybersecurity Agency; establishment of a scientific committee for the revision of expenditure at the Mef and of a unit for simplification at Palazzo Chigi; implementation of special economic zones; reduction of times and procedures for the Via, environmental impact assessment; a design competition for innovative schools; possibility for universities to call professors and researchers from abroad; hiring in justice; rules to prevent and combat mafia infiltration in the implementation of the works. They are the main contents of the law decree for the implementation of the NRP, the national recovery and resilience plan, and the prevention of mafia infiltration which was approved on Wednesday 27 October by the Council of Ministers. A provision, which in the draft presents 42 articles, with which the Prime Minister, Mario Draghi, intends on the one hand to give a further boost to the implementation of the plan, on which the disbursement by the European Union of almost 200 billion euros depends, and on the other hand to protect the execution of the works from the attention organized crime.
Tax credit of 80% for tourism businesses
2.4 billion (which with financial leverage rise to 6) are destined for tourism in the new Recovery decree with the measures to allocate the resources of the plan and accelerate the implementation of the NRP projects, just approved by the Council of Ministers.
Among the main interventions 114 million for the Digital Tourism Hub, almost 1.8 billion for the Competitiveness Fund for tourism companies and 500 million for Rome Caput Mundi – Next Generation EU.
The decree also includes, in the first articles, the new support for companies in the tourism sector, which has been in preparation for some time. In particular, a tax credit of 80% and a grant of 50% on investment costs. Estimated budget: 100 million in 2022 and 180 million a year in 2023 and 2024. Also in favor of the sector, a special tourism section is set up within the Guarantee Fund for small and medium-sized enterprises. Finally, there will be a 50% tax credit (with a ceiling of 25 thousand euros) on the expenses for digitization incurred by travel agencies and tour operators.
Easier to pass professionals in the PA
No penalties for professionals who accept time contracts with the Public Administration for Recovery projects: the new decree for the implementation of the NRP to incentivize the recruitment of the best professionals provides that professionals can maintain enrollment in the membership orders and that, in any case, there are no costs at the expense of the professional for the rejoining of the contribution periods in case he opts not to remain enrolled in the relative pension funds.
Railways, from design to execution
The second chapter of the decree dedicated to railway works, which will absorb a significant part of the resources of the NRP. The procedures for investments are simplified, providing, among other things, reduced terms (30 days) for the green light of the parliamentary committees and of the Unified Conference on the five-year strategic plan transmitted by the Ministry of Infrastructures, after which silence-consent is triggered . Furthermore, the assignment of the design and execution of the works may also take place on the basis of the technical and economic feasibility project. And the times for the Way are shortened.
Teachers from abroad
There are several news in the school and university chapter. Article 27 of the draft provides that the Universities, within the scope of their budget availability, may proceed with the filling of positions of full and associate professor and researcher by direct calling of scholars permanently employed abroad. Ad hoc competitions for the design of innovative schools will also be launched.
Task force at Palazzo Chigi
The Simplification Unit is born. It is established at the Presidency of the Council of Ministers. It will be formed by a manager identified among figures also extraneous to the public administration, with proven experience in the sector of legislation and regulatory simplification and by three second-tier management figures, also chosen from among those extraneous to the public administration, and by a contingent of seven units of non-managerial personnel who can be chosen from among those belonging to the roles of public administrations and, in a number not exceeding three, from outside the public administration. The unit also includes no more than five experts of proven competence and fifteen members chosen from experts in the sectors of interest for the implementation of the delegated functions of the Minister for Public Administration.
A committee for the spending review at the Mef
A scientific committee for activities related to the review of expenditure, chaired by the State Accountant General. instead provided for by the decree law for the implementation of the NRP, dusting off the spending review to make the use of Recovery more efficient. The committee – in which managers of the ministries involved, a member of the Mef technical secretariat, and representatives of Bankitalia, Istat, the Court of Auditors participate, report to the accounting office and work in relation to the guidelines established by the Prime Minister and report to the Minister of economy, we read in the draft of the provision.
