The National Assembly and the Senate validated this Wednesday the appointment of Thibaut Guilluy as general director of Pôle emploi to succeed Jean Bassères, after hearings of the current high commissioner for employment before their respective social affairs committees.
Thibaut Guilluy is a macronist from the start, committed for more than 20 years in favor of inclusion, and has notably worked to outline in a report the contours of France Travail, called to succeed Pôle emploi from January 1st.
“Close to the field and users”
The High Commissioner highlighted his career and detailed before the two commissions how he intends to “initiate the transformation of the operator” Pôle emploi by working in a network with local missions and local authorities, with certain parliamentarians questioning him on his desire to make the public employment service work with its structures on an equal footing.
“Decisions must be made as close as possible to the field and users,” said Thibaut Guilluy, who also underlined the need to “carry out actions that have the highest yield in terms of job creation.” He praised the merits of immersion in companies for job seekers, which allows “to increase the chances of returning to employment by 20 (percentage) points”.
Asked whether he was in favor, like the Minister of the Economy, of a reduction in the duration of compensation for unemployed seniors, he recalled that “the duration of unemployment for seniors is almost double the average”. while adding that he would be “particularly attentive” to the proposals on the employment of seniors which will be formulated by the social partners at the end of their negotiations.
For France Travail, which must better coordinate the actors of the public employment service, the High Commissioner estimated in his report that the transformation would involve mobilizing 2.3 to 2.7 billion euros over 2024-2026.
