Awareness of martial law in advance – suspicion of ordering filming on the National Election Commission server
Police investigating the suspicions of the illegal declaration of martial law on December 3rd urgently arrested Moon Sang-ho, commander of the ROK Armed Forces Intelligence Command, again. It has been two days since Commander Moon was urgently arrested by the police on charges of rebellion and was released due to the prosecution’s ‘disapproval’ action.
On the 18th, the National Investigation Headquarters Emergency Martial Law Special Investigation Team (Special Unit) of the National Investigation Headquarters of the National Police announced, “We jointly issued an arrest warrant for Commander Moon with the Airborne Investigations Office and arrested him at around 12:20 p.m. that day.”
On the 15th, the special team urgently arrested Commander Moon on charges of rebellion and other charges. However, Commander Moon was immediately released after the prosecution disapproved on the 16th, saying, “It violates the jurisdiction provisions of the Military Court Act.” The prosecution’s judgment was that the police did not have the authority to urgently arrest Commander Moon, who is a serving soldier. This time, the special team applied for an arrest warrant not to the prosecution, but to the Corruption Investigation Office, and it was issued by the court.
Commander Moon is suspected of having ordered the National Election Commission to deploy agents from the Armed Forces Intelligence Command (Intelligence Command) to film the system server when martial law was declared on the 3rd. Additionally, he has been suspected of being involved in martial law preparations since November.
Previously, the special team obtained closed-circuit (CC) TV footage of Commander Moon visiting the Lotte Lima store near Sangnoksu Station in Danwon-gu, Ansan-si, Gyeonggi-do with former intelligence commander Noh Sang-won on the 1st of this month, two days before President Yoon Seok-yeol’s declaration of martial law. According to the police, the two men reportedly called two colonels from the intelligence agency to the store and gave instructions to “secure the National Election Commission server on martial law day.”
The possibility that intelligence agencies were aware of martial law in advance or colluded with it was raised immediately after martial law. Intelligence troops arrived at the National Election Commission Gwacheon building around 10:31 pm on the 3rd. It has been two minutes since President Yoon declared martial law. The distance from the Information Agency to the National Election Commission is about 13km, so it is virtually impossible to get there in 2 minutes.
