Polish Government Lowers Maximum Fuel Prices for the Weekend

Maximum retail prices for gasoline and diesel across Poland are dropping again as the government implements a new round of price caps under the Ceny Paliwa Niżej program, backed by a temporary reduction in excise taxes and VAT.

Beginning Saturday, November 7, and running through Monday, November 9, the ceiling price for 95-octane gasoline drops to 6,12 zł per liter, while 98-octane gasoline falls to 6,80 zł per liter, and diesel settles at 7,83 zł per liter, according to an official notice issued by the Ministry of Energy. The new limits represent a further decrease from Friday rates, shaving off 8 groszy per liter for 95-octane gasoline and diesel, and 13 groszy for 98-octane gasoline.

Retailers Undercut Government Caps Across Polish Fuel Stations

While fuel stations are legally barred from exceeding the ministerial ceilings under threat of fines reaching up to 1 million PLN (Business Insider), many locations continue to price well below the state-mandated limits, according to Businessinsider. Market observations show that discount supermarket chain Auchan broke the 6 zł threshold for 95-octane gasoline by offering it at 5,90 zł per liter. Moya stations followed closely with 95-octane priced at 6,09 zł per liter and standard diesel at 7,79 zł per liter. Meanwhile, major networks including BP, Circle K, Avia, Amic, and MOL aligned their prices directly against the upper government limit of 6,20 zł per liter for 95-octane fuel.

Drivers fueling up at various brand-name locations also encountered pricing anomalies where standard and premium diesel variants were sold at identical rates. Stations operated by Shell, BP, and MOL priced their standard and refined diesel products at the exact same level of 7,91 zł per liter during the Friday rollout, an overlap that automotive reporters characterized as błąd w Matrixie.

In his announcements regarding the official limits, Miłosz Motyka stated that the government executed maximum measures to ensure the price-relief program operated effectively and kept retail costs as low as possible. In an official obwieszczenie published on Monday, November 2, the Ministry of Energy set the maximum limits for Tuesday, November 3, at no more than 6,45 zł for 95-octane gasoline, 7,31 zł for 98-octane gasoline, and 8,14 zł for diesel. Subsequent daily decrees lowered these caps further, culminating in Friday limits of 6,20 zł for 95-octane, 6,93 zł for 98-octane, and 7,91 zł for diesel. As tracked by market analysts, retail prices on Friday, November 6, saw 95-octane gasoline trading between 5,90 zł and 6,20 zł per liter across different brands, diesel ranging from 7,79 zł to 7,91 zł per liter, and autogaz spanning from 3,69 zł at Carrefour to 3,99 zł at Orlen.

Funding the Third Phase of the CPN Program

The mechanism relies on a 60 percent tax on windfall profits generated by domestic fuel producers and foreign trade concession holders between March 1, 2026, and March 31, 2027. State authorities project that energy companies will contribute funds toward the initiative while the remaining amount is covered through public tax revenues (Business Insider).

Miłosz Motyka defended the government intervention as a vital shield for consumers, noting that the package saves drivers between 1,20 zł and 1,30 zł per liter thanks to the temporary reduction of the VAT rate on gasoline, diesel, and biocomponents from 23 to 8 percent alongside lowered excise levies.

Exclusion of LPG Leaves Autogaz Drivers Facing Steep Hikes

While motorists filling up with gasoline and diesel benefit from state price limits, drivers relying on liquefied petroleum gas face a very different market trajectory. Because LPG is excluded from the CPN framework, autogaz prices have climbed steadily, reaching an average of 3,79 zł per liter nationwide. Magdalena Robak, a fuel market analyst at e-petrol.pl, observed that autogaz surged by 18 groszy due to dramatic upward pressure on wholesale markets. Analysts at e-petrol.pl forecast that average LPG prices could break the 4 zł per liter threshold, projecting figures between 4,19 zł and 4,31 zł per liter for the week of November 9 to 15.

The divergence has significantly narrowed the historical cost advantage of running vehicles on gas. At current rates, the traditional savings of operating on LPG have eroded substantially compared to previous years, compounding financial pressures for commercial and private drivers who converted their fleets to economize on fuel expenses.
