With signature of the President Daniel Noboaa statement addressed to Ecuadorians was released, in which it warns that the National Assembly intends to reduce the penalties for certain crimes, with respect to the proposal that the Executive had sent for the application of question G of the popular consultation.

Citizens voted yes in the box that asked whether to increase the penalties for 10 crimes such as terrorism, illicit production and trafficking of substances, contract killing, kidnapping for extortion, etc.

For it to come into force, Noboa sent a proposal for a reform bill to the Comprehensive Organic Criminal Code (COIP) establishing the increase in penalties.

However, on June 29, 2024, he expressed his dissatisfaction with the process carried out by the occasional commission in charge of preparing the project law that includes all questions that imply reforms.

According to the President, the initial proposal was that the crime of organized crime be punishable with a sentence of prison from 22 to 26 years, but in the Legislative it is from 10 to 13 years.

For the crime of terrorism, a sentence of 22 to 26 years was proposed, while the Assembly proposes 13 to 16.

In the letter, Noboa also insinuates that the assembly members seek to protect criminals and that they “do not legislate for the people.”

With these statements, The President once again opens a front with the National Assembly. A distance has been marked between both powers in the last month.

The ruling party is pushing the theory that the opposition is seeking to declare the president insane in order to remove him from power; the other parties deny that this is true.
