“News Algorithm Oversight Needed” at the Forum

The People Power Party’s ‘Portal Unfairness Reform’ Task Force (TF) announced at a discussion on the 14th, “We will actively consider establishing the Korea Portal Commission under the Korea Communications Commission to resolve unfairness in portal news.” Experts criticized the giant portal Naver, saying, “It is similar to YouTube, which neglected the cyber wrecking problem such as YouTuber ‘Tzuyang’,” and “The giant monopoly platform is irresponsible for its hate business.”

Song Young-hee, former executive director of KT, who attended a discussion on “Strengthening the Accountability of Monopolistic Online Platforms” held at the National Assembly that day, argued, “Naver has set the agenda by ranking comments and has granted excessive privileges by forming content partnerships (CPs) with internet media and left-wing accusatory media outlets.” She added, “A new Portal Committee should be established, or the Korea Communications Standards Commission should be divided into the Korea Communications Standards Commission and the Information and Communications Standards Commission, and the Information and Communications Standards Commission should review fake news on portals.” In response, Kang Min-guk, chairman of the People Power Party’s Portal TF, stated that “there are criticisms that there is bias in the selection of portal news CPs, and news algorithm management and supervision are also necessary,” and that the establishment of a Portal Committee should be reviewed.

At the discussion that day, there was also a point made that “there should be a management and supervision plan for Naver News exposure algorithms.” Rep. Lee Sang-hui, a member of the National Assembly Science, Technology, Information, Broadcasting and Communications Committee, said, “Naver has taken public goods and made money by doing business with them,” and “it has a responsibility to be socially verified for its algorithms.”

The Portal TF plans to visit Naver headquarters on the 19th to demand response measures for creating a portal ecosystem.
